Shaun O'Connor - MPA Capstone Portfolio

About this Portfolio
This website portfolio is my capstone project for the
Master of Public Administration degree at Rutgers
University- Newark. This professional portfolio capstone
project showcases some of my work from the program.
Specifically, it is designed to showcase the core
competencies that NASPAA designates to each
accredited master of public administration program.
Artifacts from various courses are organized by the
core competency that they demonstrate. These
competencies are as follows:

During this master of public administration program I have a learned a great deal about policy implementation and the every day functioning of government at all levels. Courses that I found particularly intriguing were Government Revenue Theory and Administration, Public Budgeting, Public Policy Process and Intergovernmental and Inter-sectoral Management. Several of the works highlighted on this portfolio website are from these courses including Policy Memo - Value Added Tax, Research Paper - Deficit Spending Good or Bad?, Assignment 2 - Municipal Bankruptcy, and Assignment 3- Public Involvement in the Budgeting Process. Moreover, the Applied Research Design course allowed me to select and conduct in-depth analysis on public-private partnerships with an emphasis on transportation and infrastructure issues (found under the Analysis tab, Literature Review: Public - Private Partnership Critical Success Factors ). Overall, each of these courses and the program as a whole has prepared me to eventually become a municipal administrator/ manager, or county administrator.
